Department of Education Opens 2 SBIR solicitations (12/08/07) -
The Department of Education's Institute of Education Sciences (IES)/NCES has opened two SBIR solicitations on December 5, 2007 with a closing date for both of January 22, 2008.
The two contracts based solicitations differ in that one is a standard phase I offering, and the other is a Fast Track format that combines
phase I and phase II.
These solicitations share the same 3 Priorities (better known to the SBIR community as "Topics"). They are:
- R/R&D of technological products used by students - Products intended for student use must be within one (or more) of the following content areas: reading, writing, math, science, or social and behavioral contexts for academic learning.
- R/R&D of technological products used by teachers - Products for teachers to use must be within one (or more) of the following content areas: reading, writing, math, science, or social and behavioral contexts for academic learning, or must be a tool designed to improve the efficiency or accuracy with which teachers carry out their administrative responsibilities (e.g., recording and calculating grades).
- R/R&D of technological products used by administrators - Technological products intended for use by school-level administrators (e.g., principal, guidance counselors, special education administrators) for improving the manner in which a school is operated (e.g., products that inform school operation, school data systems to inform practice).
NOTE: Projects focusing on the R/R&D of products to be used by district or state level administrators are not eligible for submission to this program.

DHS Issues FY-08.1 SBIR Prerelease (12/04/07) -
The Department of Homeland Security (DHS) has issued a prerelease of its FY-2008.1 SBIR solicitation which will open to accept proposals on December 19, 2007 and close on February 4, 2008 at 4:30pm ET.
The DHS SBIR is a contracts based program and the solicitation is available on FedBizOpps at http://www.fbo.gov/spg/DHS/OCPO/DHS-OCPO/Reference-Number-DHSSBIRFY081/Attachments.html
Patterned after the DoD's SBIR, the DHS has a presolicitation period (12/04/07 through 12/18/07) whereby you may talk directly to a Topic's Technical Point of Contact (TPOC) to ask technical questions about specific technical topics. This is not available after 12/18/07.

- H-SB08.1-001 - Assess Ability to use Eye Tracking and Pupil Dilation to Determine Intent to Deceive

SBIRWorld Replaced by SBIR.GOV (11/27/07) -
With little fanfare the former NSF sponsored SBIRWorld web site shut down and the new NSF sponsored SBIR.GOV opened it doors. SBIR.GOV is now the official federal government cross-agency SBIR web site and it contains much of the same type of information formerly posted on SBIRWorld with the notable exception of a topic search engine. This leaves Zyn Systems' SBIR Gateway (www.zynsys.com/sbir/sbres/sbcss.htm) as the sole cross-agency SBIR topic search engine on the Internet.
The SBIRWorld web site is owned by Danya International (www.danya.com) of Silver Spring, MD, a major SBIR success story in it's own right. Danya's SBIRWorld became the NSF sponsored web site under subcontract to DelaBarre & Associates, Inc. in 2001.
Although the NSF was not unhappy with Danya, NSF wanted their cross-agency SBIR sponsorship to be part of a .GOV domain, and thus SBIR.GOV was born and is housed on the NSF's own web server. The director of SBIR.GOV is Mr. Patrick Ravanera and he can be contacted at [email protected]
Nevertheless, credit should be given to Dr. Jeffrey A. Hoffman, Danya's President and CEO, and to Kathleen Cooke, the person responsible for keeping the SBIRWorld information fresh and current over the past 6 years.
DoD Issues SBIR 08.1 Prerelease (11/13/07) -
The DoD has issued the prereleased their FY2008.1 SBIR solicitation with offerings from the Air Force, Army, Navy, CBD, DTRA, OSD, and SOCOM. The solicitation opens and proposals will be accepted starting December 10, 2007 with a closing date of January 9, 2008 at 6:00am EST. The DoD topics will be included in Zyn's SBIR Gateway Search Engine soon.
Each of the DoD's agency components (Air Force, Army Navy etc..) have slightly different rules and procedures. There can even be variations within an agency component i.e., the Navy's NAVAIR SYSCOM can make larger awards than the others, and 3 Air Force topics are offering phase II awards that can exceed $3+ million. It is advised that you read the solicitations carefully.
Caution: In DoD terms this is actually a prerelease which means that topics may be added, modified or withdrawn prior to the official opening on December 10, 2007. There were many changes made to topics on the first day of their last prerelease, so make sure to monitor the DoD for updates/changes! NIST Opens SBIR-R Solicitation (11/09/07) -
The Department of Commerce's National Institute of Standards and Technology (NIST) has released NIST-08-SBIR-R, the second of two FY-2008 SBIR solicitations. This is NIST's regular SBIR solicitation similar to previous years, but very different from NIST-08-SBIR-TT, referenced in the next article. NIST-08-SBIR-R opened November 8, 2007 and closes January 25, 2008.

NIST Opens SBIR-TT Solicitation (11/08/07) -
NIST has released the first of two FY-2008 SBIR solicitations. This is their SBIR Technology Transfer solicitation which opened November 8, 2007 and closes January 23, 2008. This solicitation differs from
their usual SBIR. NIST explains:
The NIST SBIR Program has traditionally identified and solicited proposals in subtopics that fall within NIST's mission and allow collaboration between NIST scientists and the SBIR awardee whenever possible.
This Technology Transfer (TT) solicitation represents a further effort by NIST to achieve the goals of the SBIR Program,
specifically by increasing the commercial application of innovations derived from Federal R&D. While NIST Laboratory scientists
conduct breakthrough research that leads to innovations, the range of NIST's effort does not extend to product development in any
of its intramural research areas. The remaining work needed to fully exploit NIST technologies for commercial viability necessarily
requires innovation on behalf of the private sector. This SBIR TT Program is intended to cultivate private sector innovation.
Specifically, this solicitation identifies commercially promising NIST technologies and the technological gaps that must be filled
in order to transition them to the marketplace.

NIST Issues 2 SBIR Prereleases (10/20/07) -
NIST has issued a prerelease statement concerning 2 SBIR solicitations it will be opening on or about November 5, 2008, with a closing date of January 24, 2008.
The customary NIST SBIR solicitation includes subtopics describing NIST mission-related technologies that directly support a NIST project that can be achieved by small businesses.
The second NIST SBIR solicitation is for the program SBIR Technology Transfer (TT) and will include subtopics describing research needed to extend technologies developed at NIST for the purpose of commercializing the NIST technology. The SBIR TT Program will have a separate synopsis as well.

NOAA Opens FY 2008 SBIR/STTR (10/20/07) -
The Department of Commerce, National Oceanic and Atmospheric Administration (DOC/NOAA) has opened their FY-2008 SBIR on October 18, 2007 with a closing date of January 23, 2008. There are 4 main topic areas, each with a variety of subtopics. The main topics are:
- 8.1 Ecosystems
- 8.2 Climate
- 8.3 Weather and Water
- 8.4 Commerce and Transportation
NOAA does not utilize an electronic proposal submission process, so be prepared to submit hard copies (a total of 6 copies) that must be received by 4:00 p.m. (EST) on January 23, 2007.

DOE Opens FY-2008 SBIR/STTR (9/19/07) - The Department of Energy has opened their FY-2008 SBIR/STTR, or as they call it, their "Funding Announcement". The solicitation opened on September 19, 2007 and closes November 27, 2007 at 8:00pm
The DOE's SBIR/STTR program is grants based and thus uses grants.gov as their opportunities portal. This means that your submissions must be made through grants.gov and you must be registered with grants.gov. This process takes time so register early.
NOTE: Submissions by Windows Vista users will require "work around's" because it is not compatible with grants.gov's Pure Edge viewer. Also, Microsoft Office 2007 users will have a compatibility problem that also requires a work around. Details are listed on the Grants.gov web site. The DOE is not responsible for this kludge, the federal government requires the use of grants.gov.

Named for Roland Tibbetts, the person acknowledged as the father of the SBIR program, these prestigious, national awards are made annually to those small firms, projects, organizations and individuals judged to exemplify the very best in SBIR achievement.

NSF Releases FY-2008 SBIR/STTR (9/05/07) - The National Science Foundation (NSF) has released their FY-2008 SBIR/STTR (NSF 07-586) which will open to accept proposals on November 4, 2007 and close on December 4, 2007.
The main topic for this solicitation is Emerging Opportunities (EO) - encompasses 3 very broad subtopics: Bio & Environmental Technologies (BE); Components & Systems (CS); Software & Services (SS). There are a variety of subtopic areas.

DOE SBIR Announcement (9/01/07) - The Department of Energy has released a "Funding Announcement" for their upcoming FY-2008 SBIR solicitation. The solicitation is scheduled to be released and open September 19,2007 and close November 27, 2007.
Although the DOE has published the topics they expect to be included, the topics are subject to change until the solicitation is released on September 19.
Dept of ED's NIDRR Opens 2008 SBIR (8/22/07) - The Department of Education's National Institute on Disability and Rehabilitation Research (NIDRR)
has opened it's grants based 2008 SBIR, (CFDA) Number: 84.133S�1. This broad based program includes five invitational priorities (topics) that relate to innovative research utilizing new technologies (including nanotechnologies and biotechnologies) to address the needs of individuals with disabilities and their families.
The priorities are:
- Development of technology to support access, promote integration, or foster independence of individuals with disabilities in the workplace, recreational activities, or educational settings.
- Development of technology to enhance sensory or motor function of individuals with disabilities.
- Development of technology to support access to employment, promote sustained employment, and
promote employment advancement for individuals with disabilities.
- Development of accessible information technology including Web access technology, software, and other systems and devices that promote access to information in educational, employment, and community settings, and voting technology that improves access for individuals with disabilities.
- Development of technology to support independent access to health care services in the community for individuals with disabilities.

PHS/NIH/CDC to Release 2008-1 SBIR Contracts Solicitation (7/16/07) - The NIH has issued a pre-release announcement on the Public Health Services' (PHS) 2008-1 SBIR Contracts Solicitation which will be released "soon" (historically in early August) and close on November 5, 2007.
The PHS/NIH/CDC "contracts" solicitation is a separate and independent offering from NIH and is not connected to their currently open 2007-2 Omnibus SBIR/STTR Grants solicitation.
There are important differences between the NIH Grants and NIH Contracts solicitations. The Contracts solicitation is much smaller than the Grants, the topics are different and are much more focused, and is for SBIR only. In the NIH Contracts solicitation, proposals are only accepted if they respond specifically to a research topic, and there is only 1 receipt date.
About 95% of NIH SBIR awards are made through the Grant (assistance) mechanism, and about 5% of NIH SBIR awards are made through the Contracts (procurement) mechanism.

NASA Opens 2007 SBIR/STTR (7/06/07) -
NASA has released their 2007 SBIR & STTR solicitations which open July 6, 2007 and close September 6, 2007 at 5:00 p.m. EDT. Although NASA's solicitation combines both SBIR and STTR in one document, there are separate topics and procedures for each program. Both programs have the same due date of September 6, 2007, and require submission via the NASA Electronic Handbook (EHB).
The SBIR Program Solicitation topics and subtopics are developed by the NASA Mission Directorates and Centers in coordination with the NASA SBIR/STTR programs.
There are four NASA Mission Directorates (MDs):
Aeronautics Research
Exploration Systems
Science
Space Operations
Changes to NASA SBIR:
- The NASA SBIR program is now managed from the NASA Ames Research Center, Moffett Field, CA. Although Mr. Carl Ray at NASA HQ remains as NASA's SBIR Program Executive and Selection Official, Dr. Gary C. Jahns of NASA Ames Research Center succeeds Mr. Paul Mexcur, popular long time NASA SBIR Program Manager from Goddard Space Flight Center.
- New Limits on Submissions and Awards - NASA will accept a maximum of 10 SBIR proposals and a maximum of 10 STTR proposals from any one company, for a combined maximum total of 20 proposals.
- NASA does not plan to award more than 5 SBIR contracts and 2 STTR contracts to any offeror.
- Briefing Chart is now Required
NASA has now implemented a search engine to help you find technology topics, but you may still use the SBIR Gateway search engine for NASA and other agencies' open topics. An interesting addition is a new NASA tool that lets you search NASA topics via a Technology Taxonomy grid.

USDA Opens FY-2008 SBIR (7/03/07) -
The USDA's Cooperative State Research, Education, and Extension Service (CSREES) has opened it's FY-2008 SBIR solicitation (funding No. USDA-CSREES-SBIR-000891), that opened on July 3, 2007 and closes on September 5, 2007.
The USDA SBIR program is grants based and utilizes grants.gov for the submission process. Although Grants.gov has improved since last year, it still takes time to get registered, so it is advisable to start the registration process early.
The USDA SBIR is an important but small program consisting of 12 broad topic areas with phase I award limited to $80,000 and duration of 8 months, and phase II grants limited to $350,000 and duration of 24 months.
The USDA encourages small businesses to participate/partner/subcontract with university faculty or government scientists in the SBIR project. They can serve as consultants or can receive a subcontract (in both cases limited to no more than 1/3 of the Phase I award or 1/2 of the Phase II award) and continue to work full time at their institution. University faculty or government scientists can also serve as a PI if they reduce employment at their institution to 49 percent for the duration of the grant.

DHS Issues FY-07.2 SBIR Prerelease (6/12/07) -
The Department of Homeland Security (DHS) has issued its prerelease of its FY-2007.2 SBIR solicitation which will open to accept proposals on June 27, 2007 and close on August 13, 2007at 4:30pm ET. This is the program that used to be under the HSARPA moniker.
With the demise of the HSARPA name, the two DHS components participating in this offering are the Science and Technology (S&T) Directorate with 6 topics and the Domestic Nuclear Detection Office (DNDO) with 1 topic. The DNDO topic allows for larger awards of up to $150.000 for phase I and $1,000.000 for phase II. Topics and solicitation material are subject to change until the final release on June 27, 2007.

New NIST SBIR Pilot Program - (6/07/07) -
NIST will pilot a new type of SBIR Solicitation this Fall for the FY08 competition.
The goal of the pilot is to commercialize technologies developed in NIST Labs by using SBIR funds to support small business research aimed at advancing NIST technologies.

NIST Opens $60m ATP Competition (4/04/07) -
On April 4, 2007 NIST's Advanced Technology Program (ATP) open a new competition for cost-sharing awards to support high-risk industrial research and development projects. The program offers funding for specific research projects by individual companies or industry-led joint ventures in order to accelerate the development of challenging, high-risk technologies.
The ATP expects to have approximately $60 million for awards from this competition. Projects are selected in a competitive, peer-reviewed process. Project proposals must be submitted to the ATP by 3 p.m. Eastern time, on Monday, May 21, 2007.
The ATP provides multiyear funding on a cost-shared basis for technically challenging, high-risk research that has the potential for broad national benefit. The program encourages path-breaking research on emerging or enabling technologies that lead to revolutionary new products and industrial processes and services that address national priorities and generate large societal benefits.
As examples the ATP cites four multidisciplinary technological areas that would affect a multitude of industry sectors and applications, and represent technology frontiers with many technical challenges. These areas have been identified by multiple industrial roadmaps and policy documents and reflect well-known technology priorities for the nation:
- Technologies for Advanced and Complex Systems
- Challenges in Advanced Materials and Devices
- 21st Century Manufacturing, and
- Nanotechnology
The competition, however, is open to technology research projects from any area of technology. Proposals are evaluated on the basis of detailed selection criteria reflecting scientific and technological merit and potential for broad-based economic benefits.
NOTE: To provide potential applicants with general information regarding the program, tips on preparing proposals, and the opportunity for questions and answers, the ATP is holding five public Proposers� Conferences on April 13, 2007, in Gaithersburg, Md.; on April 16, 2007, in Detroit, Mich.; on April 18, 2007, in Boston, Mass., and Los Angeles, Calif.; and on April 20, 2007, in Austin, Texas. DoD May Temporarily Freeze/Suspend their SBIR/STTR Program (3/26/07) -

The DoD is currently reviewing the temporary re-programming of funds away from what they consider non-critical programs, in order to keep the funding levels needed for the war efforts in Iraq and Afghanistan. The SBIR program is very likely to be included in the non-critical area.
The DoD believes that it will run out of money in April unless it receives around $100 billion in emergency funds to support the war efforts. The problem results from the inability of Congress and the Administration to pass and sign a DoD Supplemental Appropriations bill to provide those funds.
Currently the House Democrats insist on a deadline to start a troop pullout, and although their bill (H.R. 1591) passed on Friday, March 23, it was by a paper thin margin, 218-212. This week the Senate is working on its version of the bill, but may not finish before taking a week long Easter recess that begins this Friday. The Senate will reconvene on April 10. The President promises a swift veto if the bill contains deadlines on a pullout, and the Dems don't have the numbers to override a veto.
Due to these circumstances, higher-ups in the DoD believe the appropriations may take weeks/months, and therefore are preparing to ask Congress to allow them to re-program their already allocated funds. It is considered very likely that a protracted passing of the DoD appropriations will affect the SBIR and related programs.
DoD agency components (Army, Air Force, etc.) are discussing and readying plans of action. With each DoD component having their own budget, there may not be a symmetry of SBIR actions. Although some strong SBIR proponents understand the situation DoD is in, and that the suspensions would be temporary, it is feared that DoD SBIR detractors would view this as a precedent that may be used in the future under far less strenuous circumstances.

The Environmental Protection Agency (EPA) opened their 2007 SBIR on March 15, 2007 with a closing date of May 23, 2007 12:00 p.m. (Noon). There are 14 main topics and several subtopic areas.
Submissions must be in hard copy and the agency suggests you also include a CD with your proposal in PDF format.

NSF Releases FY-08 SBIR/STTR (3/13/07) -
The National Science Foundation (NSF) has released its FY-08 SBIR/STTR solicitation that will open to accept proposals on May 13, 2007 and close on June 13, 2007.
The NSF broad based topics are in the areas of Advanced Materials, Chemical Technology, and Manufacturing Innovation (AM), Biotechnology (BT), Electronics (EL), Information Technology (IT), and Emerging Opportunities (EO).
NSF estimates that there will be 150 awards of which approximately 125 will be SBIR Phase I awards and approximately 25 will be STTR Phase I awards (pending availability of funds).
The Anticipated Funding level is $16,250,000 with approximately $12,500,000 for SBIR Phase I and approximately $3,750,000 for STTR Phase I.
The NSF topics will be included in the SBIR Gateway Search Engine on Friday, March 14, 2007,

EPA FY07 SBIR Presolicitation Announcement (2/26/07) -

DOT Opens FY07 SBIR (2/15/07) -
The Department of Transportation has released its 2007 SBIR, opening February 15, 2007 and closing May 1, 2007. This solicitation
is somewhat larger (topic wise) than 2006, with 17 topics. DOT states they will make 19 awards.
Note: DOT has a new proposal submission procedure for electronic submissions requiring advanced registration by April 17, 2007.

DoD Releases FY07 STTR (1/22/07) - The DoD has released their FY-2007 STTR solicitation which will open to accept proposals on February 20, 2007 and close on March 21, 2007 at 6 a.m. EST
Prior to the opening date of February 20, 2007, proposers have the opportunity to contact topic authors by telephone or email to ask technical questions about specific solicitations topics.
Questions should be limited to specific information related to improving the understanding of a particular topic�s requirements. Offerors may not ask for advice or guidance on solution approach, nor submit additional material to the topic author. If information given in response to a question is deemed necessary for the preparation of proposals, that information will be made available to the public through the DoD's SITIS (electronic Q&A) system www.dodsbir.net/sitis.
After February 20, questions can still be posed, but only through the DoD's public SITIS system.
The DoD's STTR solicitation includes topics from the Air Force (38), Army (40), DARPA (10), MDA (11), Navy (39) and OSD (5). The solicitation can be found on the DoD's web site at www.acq.osd.mil/sadbu/sbir/solicitations/sttr07
This is the second year that the STTR program is operating under SBA's updated STTR Policy Directive (released 12/16/05) that allows partnering with a Federal Funded Research & Development Center (FFRDC) without obtaining an SBA waiver.

HSARPA FY-07 SBIR Update (1/19/07) - The Department of Homeland Security's HSARPA has announced that it will release
its FY07.1 SBIR solicitation in mid-February. HSARPA's program is part of the DHS Science and Technology (S&T) Directorate and includes participation from the DHS
Domestic Nuclear Detection Office (DNDO).
DHS is one of only two agencies that received an FY-2007 appropriations budget (see the SBIR Insider's Congress and your Future). DHS suffered budget cuts for FY-2007 and one of the casualties is their STTR program which will not be
active in FY-2007. The DHS FY-2007 SBIR program funding will be in the $25m range, and their overall extramural budget is below the threshold required to run an STTR program.

DHHS Opens 2007-2 Omnibus SBIR/STTR (1/16/07) -
The PHS 2007-2 Omnibus Solicitation of the NIH, CDC and FDA for SBIR/STTR Grant Applications and SF 424 (R&R)
Application Guide for SBIR/STTR Grant Applications are now available. The solicitation consists of:
(1) a parent funding opportunity announcement (FOA) for SBIR (PA-07-280)
(2) a parent FOA for STTR (PA-07-281), and
(3) narrative descriptions of the programs and research topics. See the 01/16/2007 NIH Guide Notice for more information.
RAND Releases Study on DoD SBIR (1/03/07) -
The RAND Corporation's National Defense Research Institute (NDRI) has released its comprehensive study Evaluation and
Recommendations for Improvement of the Department of Defense Small Business Innovation Research (SBIR) Program. The study, funded by the Office of the Secretary of Defense (OSD),
looked at the DoD's SBIR success related to the agency's goals and metrics; how their SBIR program relates to the DoD's broader national security mission and how their SBIR program
can become more responsive to the broader national security mission.
Although the report finds many beneficial properties to the SBIR program, it also raises the question of whether
the DoD SBIR program might be perceived more as a tax and burden to the DoD rather than a research and development resource to be leveraged.
